Judicial Review outcome

A High Court case regarding the funding of advocacy group Cage took place last month. Following lengthy discussion the judicial review was withdrawn after all parties agreed to a statement clarifying that the Charity Commission: “has no power to require trustees to fetter the future exercise of their fiduciary duties under its general power to give advice and guidance”. ACF will continue to work with the Commission on guidance around grant-making to organisations that are not registered charities.

Charity Commission consults on digital accounts

The Charity Commission for England and Wales is consulting on a proposal to allow charities to submit their accounts digitally. If enacted, the proposal is to align the process with the iXBRL submission system used by HM Revenue & Customs and Companies House. It is hoped that the change would make filing accounts more efficient and make subsequent analysis of them more streamlined.

Civil Exchange Independence Panel continues

Civil Exchange will continue its series of reports focusing on the relationship between the third sector and the state. The final report in the initial series was published in February, but the decision has been taken to publish annually following continued concern about the restriction of civil society’s independent voice. Supported by the Baring Foundation and the Lankelly Chase Foundation, the next report will be available in early 2016.

Catalyst Evaluation Report

An evaluation of the Catalyst Programme, a £100 million culture sector-wide private giving investment scheme aimed at helping cultural organisations diversify their income streams and access more private funding, has been published. Headline findings from the report include; at least £49 million in raised funds; the additionality effects of the scheme in building capacity, confidence and skills; and the prevalence of match funding as a contributing factor in attracting donations.
