Role purpose:

Working closely with the Director of Programmes, provide technical and development support to a portfolio of investment and capacity building programmes across Access’s blended finance and enterprise development programmes.

The role holder will also become a point of contact for social investors, infrastructure organisations, grant makers, capacity building providers and other organisations who Access is funding to deliver our programmes.

The role will balance responsibilities including managing performance via regular data submission and meetings, providing support from within and beyond Access’s own team, supporting peer learning between delivery partners and seeking to ensure that lessons and experience across Access’s programmes are maximised.

Core responsibilities and accountabilities:

Technical support:

  • Financial analysis and investment modelling across Access’s blended finance initiatives, including Growth Fund, Local Access and Flexible Finance.
  • Liaison with providers of finance, social investors and external advisors to prepare and execute local and technical documentations in relation to investment propositions

Performance management:

  • Ensure robust financial management of Access’s programmes, including monitoring deployment targets of social investors and managing the process for drawing funds from Access.
  • Ensure that regular performance data, including on social impact, is submitted to a high quality and in an agreed format with each delivery partner. Perform checks to ensure accuracy and check understanding with the delivery partner.
  • Manage the uploading of data into Access’s database and producing the required performance reports for internal and external use.
  • Use this performance data to analyse performance within each delivery partner and across the portfolio. Work closely with colleagues to identify trends and understand reasons for those trends.

Guidance and Support:

  • Use performance data and insight from different partners within the portfolio to identify opportunities for peer support around areas of good practice.
  • Offer the expertise within Access and across partner organisations to support delivery partners in particular aspects of their work.
  • Where challenges are common across many delivery partners, work with colleagues and the Director of Programmes to develop shared solutions, tools, or learning resources which might address those challenges.

Facilitating decision making:

  • Present analysis based on performance data and qualitative insight to inform decisions within the team about ongoing relationships with delivery partners.
  • Write papers for Investment Committees and other governing committees to present clear information and context to aid understanding and decision making.

Supporting learning and programme design:

  • From data and insight gained through performance management, work with colleagues across Access to identify common themes within the portfolio to aid Access’s learning and influencing objectives.
  • Work with the Director of Learning to analyse performance data and make it available for publishing in various forms.
  • Based on learning gathered across the portfolio within the Programme team and across all of Access, work with the Director of Programmes to identify how programmes can be improved and developed.

Relationship management:

  • Be the day to day point of contact for a portfolio of organisations who are delivering Access’s programmes. These may include around 4-6 social investors who are delivering the Growth Fund and potentially a similar number of organisations who are delivering other blended finance programmes for Access.
  • Build strong productive and supportive working relationships with delivery partners, in a spirit of collaborative endeavour and learning.  
  • Maintain comprehensive and clear records of the status of the relationship and any key questions or issues which are currently being addressed.
  • Use data collection and analysis to build an understanding of the underling impact of the delivery of our programmes through data collection?? on the work of the charities and social enterprises they exist to support.
  • With the Director of Programmes, work closely with Access’s funding partners, especially the National Lottery Community Fund and Big Society Capital, and liaise as required on a day to day basis the performance of our delivery partners.

Person Specification:

Part one: Knowledge and experience

  • Advanced Experience of developing and using financial models, it would be desirable if this was related to investment funds
  • Experience working with legal and technical documentation, it would be desirable if this was related to investment funds
  • Experience of managing complex programmes with multiple stakeholders, of setting and monitoring KPIs, holding delivery partners to account and seeking continual performance improvement.
  • Successful experience of managing a turnaround of performance from a delivery partner who was under-performing.
  • Familiarity with using databases for managing large quantities of data, including bulk uploading and creating reports to aid analysis.
  • Experience of working within or with charities and social enterprises.
  • Experience of managing data relating to social impact.
  • Experience of investment structures.

Part two: Skills and abilities

  • Excellent IT skills across a range of platforms and in particular significant excel skills
  • Ability to build strong collaborative working relationships with partners at all levels including trustees, CEOs and delivery teams.
  • Ability and inclination to manage large quantities of data and work with partners to ensure that data quality is high.
  • Very clear written style, drafting emails and documents for committees which provide succinct and clear information.
  • Highly numerate.
